Program Manager
Devis is looking for a Program Manager with experience managing and marketing large federal task order IDIQ or GWAC program(s).
Responsibilities
- Participate in all business development activities related to the pursuit of NIH CIO-SP3 Small Business GWAC.
- Manage subcontractors and third party vendors to ensure that solutions are delivered as part of an integrated team.
- Manage the GWAC after award.
- Establish and maintain a relationship with the government program manager and associated team for CIO-SP3.
- Lead effort to market the GWAC vehicle and maximize revenue from Task Order responses.
- Conduct reviews of program performance and provide status information to the customer and management in a timely manner.
- Serve as a subject matter expert on IT healthcare matters, including NIH business needs and agency organization.
Requirements
10+ years experience within the federal IT market
B.S. required
U.S. citizenship
Experience as PM for large scale GWAC contract(s)
Proven ability to provide task order life cycle support in the areas of marketing, capture, proposal, award and management.
Demonstrated skill interfacing with high level corporate and government program managers
Experience with teaming/subcontract management
Ability to perform business intelligence research, especially for planned and/or programmed government programs
Demonstrated knowledge of capture management, especially as it relates to GWAC vehicles.
Excellent writing skills (white papers, business cases, proposals)

Sr. Network Engineer (Cisco Routers)
Devis is seeking a network engineer to assist with USAID network routing and troubleshooting. Candidate must have at least 5 years extensive experience with the configuration and troubleshooting of Cisco routers and switches. Must have in-depth knowledge of the following protocols: BGP, EIGRP, TCP/IP, DMVPN, and MPLS, with experience configuring and troubleshooting these protocols. Candidate should have WAN experience, with particular emphasis in VSAT technologies, serial link protocols, and Point to Point protocol (PPP). The ideal candidate will have QOS design and configuration experience.
Must have active DoD Secret Security Clearance or higher, Top Secret preferred. Cisco Certified Network Professional (CCNP) required.
Must be able to work well as part of a team. Must have good communication skills. Some local travel required. Occasional weekend and off-hours work required.

Training Manager
Devis is seeking a Training Manager to coordinate a global software deployment and operational support project. The Training Manger will develop, coordinate, and implement policies, procedures, and programs encompassing all aspects of training, training management and training development. They will be responsible for preparing the annual training plan, preparing and overseeing the preparation of training courses, conducting training, and tracking and reporting on training progress at.
Responsibilities
- Manage the development and implementation of software training
- Supervise the team of Functional Analysts who will be delivering the training sessions both in Washington DC and in various international locations
- Work directly with program operations and general management teams for training and quality needs
- Direct all training and quality assurance activities, programs and staff to ensure the highest level of quality is achieved for client, center and corporation.
- Identify and implement training best practices using lessons learned, industry standards and client feedback.
- Monitor instructor performance through quantitative data and training evaluation feedback.
- Work closely with other team managers to ensure team coordination
Minimum Qualifications
U.S. Citizenship
Ability to obtain USAID secret security clearance.
Minimum 4 years related to technical training initiatives, with 2+ years supervisory experience managing staff.
Experience working with software implementations and understanding what goes into training users on a new application
Experience with needs assessments, course development and design, and presentation/facilitation of professional training courses.
Project management skills necessary to keep tasks coordinated, delivered on time and within scope and budget.
Proven and effective leadership experience
Ability to thrive in an environment that is fast paced, dynamic and at times stressful
Strong planning an organizational skills
Demonstrated ability to manage high number of employees in varying locations
Demonstrated excellent computer skills in document preparation and presentation, with such tool as MS Publisher, MS Word and MS PowerPoint.
Demonstrated ability to communicate and coordinate project details across operating groups including but not limited to trainers, help desk staff, project managers and government direct hires.
Excellent ability to run meetings efficiently and see that action items are completed in a timely manner
Ability to travel internationally up to 15%
