OMB Splits the Difference on Open Source

The Government Computer News (GCN 7/26/04) quoted Devis staff in addressing complex issues related to the recent OMB software acquisition policy memo. Applauding the GCN story and the OMB Memo, Devis President, Peter Gallagher said: "We need more of this kind of information as too often the discussions on open source software (OSS), rather than focusing on the best value/TCO equation, is muddied through near zealotry to a "side," either open or closed. As OMB notes best value software acquisition is not an "either/or" decision on open versus proprietary. And the market clearly has room for both approaches which can actually work well together. Calculating TCO, over some reasonable length of time and across some realistic organizational boundaries that values re-use by other governmental entities, get's us to a level playing field."
