VAR Business highlighted some of the differences in implementing open source infrastructure versus vertical applications for Federal and State/local government. The August 8 article discusses a trend whereby government funding, both Federal grants and local resources, may be directed to solving common IT problems for local government by building on an open source foundation. The story lays out a rationale for how the private sector is moving to make this potential for "public infostructure" a reality.
The story quotes Devis President Peter Gallagher, a leading expert in this area. "'The key,' Gallagher says, 'is that commercial entities are the best and perhaps only vehicle that can make it happen on a broad scale.' 'State and local governments are the nexus for the inevitable OSS push into vertical applications versus the infrastructure stack that already has growing penetration,' he says. 'It sometimes seems counterintuitive that the public infostructure can only be realized by private interests. But the key is the public commercial license and the recognition by government that commercial off-the-shelf (COTS) products are not antithetical to the open-source software approach; once it gets to that level, we'll stop having this religious battle.'"
