USAID Software Modernization Contract Award - August 2006

Devis Selected to Support Software Modernization and Maintenance Through 2011 via $300 Million Multiple Award

ARLINGTON, Virginia (August 17, 2006) – Development InfoStructure (Devis), a leading provider of information technology consulting services, today announced that it has been awarded a Blanket Purchase Authorization (BPA) contract in response to the U.S. Agency for International Development's (USAID) PRIME 3.4 competition. The Principal Resource for Information Management Enterprise-wide (PRIME 3.4) will be used to modernize and maintain USAID's worldwide array of business applications. Issued through the GSA Information Technology Schedule, the multiple award BPA covers information technology initiatives through 2011 and has a $300 million ceiling.

USAID administers economic assistance programs that help developing countries realize their full potential through the development of citizens and democratic societies, through the dynamism of free markets, and through other individual initiatives. USAID administers economic assistance by pursuing a strategy of sustainable development for the environment, population and health, democratic institutions, and economic growth.

Information systems play an important role in monitoring and measuring USAID's progress. USAID's Program Management Office, Information Systems Modernization and Maintenance division (PMO/ISMM) is responsible for more than 100 applications that support in excess of 6,000 users in Washington and around the world. This BPA will support PMO/ISMM information technology studies, systems engineering, database design, database administration, software design and customization, system deployment, system maintenance, operations, technical support, and training.

Devis has been providing support for USAID systems since 1992, working with both USAID and institutional partners that implement field programs in practically every Mission in all regions of the world. Devis currently manages data for USAID's international training programs and for an extensive development loan guarantee portfolio. Both of these systems gather data, report, and support transactions coming from hundreds of partner installations and Missions worldwide. Devis also provides USAID contractors with a "software as a service" product called "AID-Project" that delivers online, on-demand support for work plans, approvals, documents, and budgeting. Devis's Web content management system, EZRO, is used to run several USAID sites as well as to provide online learning support for the USAID Office of Foreign Disaster Assistance (OFDA).

Devis is joined on the BPA by strategic partner, Unisys (NYSE: UIS) – one of the world's largest systems integrators whose annual federal sector revenues are near $1 billion. Unisys currently supports the Department of State with similar software application support.
