Challenge

The Federal Acquisition Institute (FAI), located in the General Services Administration, is responsible for various career management and research activities related to the Federal acquisition workforce. The Clinger-Cohen Act required The Administrator of the Office of Federal Procurement Policy to ensure that the heads of executive agencies collect and maintain standardized information on the acquisition workforce through periodic surveys from individual employees.

Solution

The GSA Federal Acquisition Institute (FAI) selected Devis to create the government wide Acquisition Career Management Information System (ACMIS). Devis designed, built and hosts this complex application that has effectively out-sourced all technical and data-management activities by GSA.

ACMIS is a Web-based application that allows acquisition personnel Federal government-wide, to update and maintain their own training, education, contract warrant, and certification information. ACMIS grants different levels of access to that information to agency managers, Congress and the public. The system supports a workflow process where managers are notified of changes that must be reviewed and is designed to allow data from other Federal agency systems, including Office of Personnel Management (OPM) records, to be merged into the database including information provided in Extensible Markup Language (XML) formats. The system is also being considered as a test site for new government-wide E-authentication tools in collaboration with other GSA-led activities.

An innovative aspect of the application is its sophisticated role based architecture where data management is shared but minimal administrative maintenance is required. Of note, ACMIS is built on 100% open source software, including the operating system, the application server middleware, database, and the Web server software. The utilization of these robust yet license free applications has saved the GSA literally hundreds of thousands of dollars over proprietary products with the benefits to "total cost of ownership" growing each year.

In addition to developing the system, Devis furnishes all hardware, data management services, security, and hosting via Devis managed hosting services. All software and data is the property of the GSA.
