Scope of Work

 USAID’s Bureau for Policy, Planning and Learning (PPL) was established in 2010 to lead the Agency’s policy planning efforts, shaping overall strategic and program planning, ensuring the Agency’s evolution as a learning and evaluation organization, and overseeing donor engagement while guiding USAID as the premier development agency. PPL is pushing USAID towards the goal of becoming a learning organization that captures and disseminates knowledge based on experience, generates evidence through research and evaluation, and uses evidence to guide program and policy decisions.

In support of this Mission Devis and Prime contractor Development Training Services (dTS) administer, contribute content, and provide operational support for ProgramNet, PPL’s innovative knowledge management platform. ProgramNet is USAID’s internal, interactive online community devoted to sharing knowledge and promoting learning on implementing the Program Cycle. ProgramNet hosts practical tools, events, and examples of Mission products from each phase of the Program Cycle. As the home of USAID’s collective knowledge and experience implementing the Program Cycle, ProgramNet is a cross-cutting asset that impacts and improves outcomes Agency-wide.

Our Work

Devis has two critical roles on the ProgramNet project. First, our site administrator helps users with accessing the website, finding what they need, and adding new content. He is also responsible for creating ProgramNet documentation and creating and delivering training.

On the technical side, our ProgramNet team handles the Drupal development. The ProgramNet website was originally built outside of the USAID firewall and then migrated into USAID, and Devis was contracted after the migration to resolve Drupal migration issues, including documenting issues and developing workarounds. We also synchronized the taxonomy and tuned the navigation to more closely represent the program cycle. Finally, we designed and executed a site redesign to increase usability. 

Honors

On April 17th, 2014 the ProgramNet team was honored by USAID with the Administrator’s Management Improvement Award. This award recognized the team’s exemplary service in transforming the way the Agency learns and communicates through ProgramNet, and recognized the significant achievement of growing ProgramNet to over 3,000 active users. The Awardees were acknowledged for their contributions in advancing USAID’s mission while upholding the Agency’s core values.
